Is Bob Adams the Fixer that Tracy Needs?

It turns out that interim City Manager Bob Adams is a Winston Wolf for cities. He has quite the resume for it, having served as a City Manager for nearly 28-years, including 12 years with the City of Manteca. (It’s worth noting that current Mountain House Community Services District General Manager, Steven Pinkerton, succeeded Adams as Manteca’s City Manager in 2008 through 2011. Perhaps Tracy needs to look to Manteca for direction?)

After retiring from Manteca, he guided the City of Vallejo through its bankruptcy filing, followed by guiding the City of Desert Hot Springs away from the brink of bankruptcy. In short, he’s a fixer, and he might just be what Tracy needs given its current political environment.


Tracy is in desperate need of someone who can get things done.


While Tracy is in good shape financially, many critical issues require action. Take the homelessness issue in Tracy’s city parks, where the homeless have taken over, making them both unsafe and unsightly. El Pescadero Park on Grant Line Rd is a poster child example of the City losing control of City owned property. It is where the homeless have taken over, where there is a self-proclaimed “Mayor of El Pescadero Park,” a homeless man hailing from Stockton. He, along with his enforcer, runs the show at the Park. Both the City and the police know about him and yet nothing has been done. It is a complete breakdown of the social order.

The Tracy City Council acknowledges there is a homeless problem at our city parks, but they have yet to light a fire under the City staff to take tangible steps to address the issue. The police are hamstrung by homeless activists who decry disbanding the homeless camps as being insensitive. Further, if you move them to one place then they just go to another. It will take someone of Mr. Adams’ skillset to develop a plan with measurable results to take back our city parks, allowing families, particularly those with small children, to feel safe at their local park.


Manteca now has Great Wolf Lodge. It’s now time for Tracy to build the entire (not part of it) Aquatic Center now!


Why doesn’t our Council collect the eight million dollars Surland said they would give and get the aquatic center built? Mr. Adams’ highest priority should be to move the Aquatic Center forward to construction. Our community has waited long enough for the Aquatic Center. It is time for the endless studies, reports, and council workshops to end! In the words of that venerated philosopher Larry the Cable Guy, “Git-R-Done.” Former City Manager Jenny Haruyama didn’t succeed in moving either project to construction. The result (as shown by local resident Dan Evans) Tracy residents now must travel to Manteca’s Great Wolf Lodge to enjoy a water park, spending on average over $200 per visit in Manteca. That’s both expensive and a missed revenue opportunity for Tracy.

We can also look to Manteca’s sports fields, such as Big League Dreams, and wonder when Tracy will follow through with its own high class facility for its children. We hope Bob Adams, who helped create a “Can Do” philosophy in Manteca can share that culture with the poky and bloated bureaucrats running our City.
