Who stands to gain the most by Vargas' Measure?

Remember this 2018 Tracy Press headline - "Vargas Under Investigation"? Perhaps it's time for another investigation into Vargas' role behind the controversial transit center measure. Here's why:

With any land use related issue pushed by Vargas, the residents of Tracy should ask if her company - Agora Land Company - is tied in any way to the issue. On Linked-in she says the company provides "Entitlement Services." Or, put another way, she gets projects approved.

Vargas' Measure on the November ballot includes a lot of land that will be designated for development. Including the land around the transit center, according to the Tracy Press reported, "The plan the council discussed last week would also include 760 acres just east of downtown, between Mac Arthur Drive and Chrisman Road, known as Urban Reserve 1, where at least 5,600 houses and apartments could be built, as well as the former Heinz factory at 11th Street and MacArthur Drive."

In addition, according to the article, there are "...at least two more transit-oriented development areas, including one a few miles west of downtown, where the town of Ellis stood...and another closer to Mountain House."

That's a lot of property whose land owners stand to benefit. The question remains: Who are these land owners?  Is Vargas tied to any of these land owners thru Agora Land Company?

As a reminder, Vargas pushed the November measure forward earlier this year. It has her fingerprints all over it beyond just her position on the Tri-Valley-San Joaquin Regional Rail Authority.
